Considering some of the boots in LOTRO are quite elegant, I find the Horse Archer's Boots a bit bulky. But that's just my perception. The rest of the design is fine, though, by the way.
Horse Archer's Boots Description
They're made of some mid-brown, soft-looking material, and strips of what looks like purple silk goes down your shins until they reach your feet. That's the only bit that's dyable, for your info. This silky bit covers the top of your foot in an almost heart-shaped area. But the brown balances out the fact that the Horse Archer's Jacket is all pink or purple.
At the top a golden clasp presumably holds the trip to the off-white rim of your boots. Apart from the bulkiness, they're perfectly servicable boots that could fit into various outfits - just remember to dye the purple!
