It’s not a Consumable!
The Eagle Firework is an unusual case within the Anniversary Event Rewards. All other fireworks are consumed on use, which is why you often trigger deeds for them. However, in this case, the Eagle Firework is reusable. Just keep it in your bags, add it to your quickslots, and launch the soaring bird in a way Gandalf himself would be proud of.
