I almost did not put the Snowy Hoodless Cloak in with the other related items, like the Snowy Tunic and Trousers! That's because it's not obviously related.
But, if you look closer, you can see the large, circular snowflake symbol at the bottom of the cloak. That is what features on the other items in the set.
But this cloak just "feels" quality. It's a fabric and leather combo, with a symmetrical pattern. And its default neutral colours mean you can add it to almost any outfit you like.
Is there a Hooded Version?
Nope. At least, not as far as I can see from my library and the Wiki
