The first question I asked myself when adding the Hooded Cloak of New Bloom to my LOTRO Cosmetics library was: "is there an unhooded cloak?". It turns out that the answer is "no". This explains why I only have the fitting room's preview of the cloak and not an on-landscape character shot!
I even checked the Wiki's page
and cross-referenced it to my Spring Fest rewards.
Hooded Cloak of New Bloom Description
Lack of a hoodless version aside, the hooded one marries ornate with plain really well. On your upper back features the patterns of vines/stems from the Tunic and Trousers of New Bloom. But apart from that, they're kind of "tied together" then you have three sets of roots on a lightly textured background.
I think this strikes a good balance.
