Are those things eyes? Gooey antennae? Eww. Oh, yeah, the Axolotl is a Mudpuppy (or, more accurately, Eft) by another name and in a different place.
Where are the Axolotl?
These ones are within the Sapsa Spawning Grounds, the stronghold of the Sahagin in Western La Noscea, but in an area that's actually free of the so-called Fishbacks. That said, it is also en route to some Sahagin cooking facilities, so maybe "free" wasn't all that accurate!

A Quick Note
As with other related species, the Axolotl still has the gross "Bog Bomb" AoE attack. Just be wary as all the Axolotl are in the same small area. Because of their AoEs, you're forced to keep moving. That's fine with one or two, but three or four might prove harder, especially if you need them for the Arcanist Hunting Log Rank 5!
As you'll know from dungeons, using your AoE attacks tend to be quicker than target-by-target. So if you do have three after you, hit all of them with the AoE versions of your attacks.
