Your fight against the Sahagin takes you deeper in than in Rank 2. The Sapsa Shelftooth is a Conjurer-style Sahagin found within the Sapsa Spawning Grounds
.
But they are spread far apart, from what I can see. If you have flight, start from the Southernmost Shelftooth at X:15.1, Y:15.4 and gradually work North. If you do not, your first one is at X:15.5, Y:14.2 and you can work westward.
More than Three Sapsa Shelftooth Enemies
I found four of them, but there could be others. Please be mindful that someone else may also need these for their Order of the Twin Adder Hunting Log or Relic Book.
As tempting as it is to kill them all, you have to leave some for others too!

When Do I Get Flight?
If you're asking this, you're likely newer to FFXIV and I don't like to presume everyone knows everything!
Flight in Eorzea is unlocked once you complete the main part of the MSQ for A Realm Reborn, after you face off against the Ultima Weapon and any dialogue, fights and cutscenes that may or maynot follow that. *eyeshift*.
