The Snow-Dusted Travelling Shoulders, part of a wider set (see below), was made in 2010. I try to give grace space to LOTRO because of that, though I do wonder if some sets should just be removed from the Yule Festival rewards!
This shoulder cosmetic is based on a template of various outfit items with the same shape. It is not a scarf, though. Instead, it gives you a bulkier collar that does not a lot for keeping the cold out!
