The Forester's Garments cosmetic was pretty much the first outfit I had when I started playing LOTRO! And it is still available today.
It features a rough hide-and-fur waistcoat over a terracotta red, long-sleeved top. Simple trousers cover your legs and shoes are included too.
The beauty of this kind of outfit is that it is an all-in-one. You just pop it into the upper body part of outfit designer and you're done.
Does It Dye?
I'll try and grab shots for you, but in short: everything except the waistcoat is affected by your dye.
Make sure you preview dyes before applying them.
Where to Buy Forester's Garments
You can acquire this cosmetic from Outfitters. It's not unique to one location either, so visit your nearest one.
These cost 12×, 88×, I just needed to round up for my database.
What About the Forester Event Ones?
The items available at the Combe Forester Event have the same pattern, but different colours and a different dyable area than these garments

Also, you don't have to be an actual LOTRO Forester Gatherer to wear this set of cosmetics, nor those from the event, once you have acquired them.
