In case you haven't clocked it yet, quite a few of the cosmetics named "waistcoat" are, effectively, a full set. That applies to the Fancy Waistcoat here. In more recent years, when LOTRO release sets like this they usually include "and trousers" in the name. (So, for example the Peacock Waistcoat is just the upper body piece).

Anniversary Event cosmetic is a bright pink and blue waistcoat with grey-ish trousers that have yellow vertical lines on them. For non-Hobbits, shoes are included.
