The Common Waistcoat is, like the Fine Waistcoat, a whole trouser set. Likewise, it also comes with shoes for non-Hobbits. This particular clothing set is made up of pretty much the same dirty-grey, in keeping with the "common" name. Being a waistcoat, it leaves the whole arm uncovered, which leads me to think you cannot add your own gloves.
