Unlike the Kobold Bedesman, the U'Ghamaro Bedesman is inside the mines of Outer La Noscea.
You only need three of these Kobolds, which is good because I could only find three with that title! Stick to the Western side of the mines and you'll do fine.

In terms of Grand Company logs, the U'Ghamaro Bedesman only appears in the Maelstrom Hunting Log.
However, it does appear in various A Relic Reborn quests
. Please be patient and wait for these Kobold healers to respawn and be aware others may have valid reasons for needing their demise too!
