There are many different types and classes of so-called "Fishbacks" in the Sapsa Spawning Grounds, and one of those is the Shoaltooth Sahagin.
In a brighter shade of blue compared to others of their kind, the Shoaltooths (Shoalteeth?) are healers. They wield conjurer-class staves, but I have yet to see them heal. This is a bonus for you as they don't drag out their fights. But they just cast a simple water spell over-and-over in a way that the Blue Mage, Martyn would be proud of!

Locating Them
As usual, I've given you a map. But please bear in mind that the Sapsa Spawning Grounds are often busy. That means I have provided six locations where I found this enemy, but may or may not be there when you arrive.
You only need three, so hopefully you won't need to wait long for those you need to respawn.
Another tip is this: if the Sahagin enemy names change to include the word "Sapsa" (e.g. Sapsa Shelfspine), then you've gone too deep in. Head back South to find more Shoaltooth Sahagin.

(Scholar) and Yoshimitsu (Ninja) Relic Reborn quests.
