The Bark Eft is one of various species of Eft across Eorzea and, as they do, you can find them in or near water. These murky green ones can be found in the tiny river that lies on the boundary of the Upper and Lower Paths in the South Shroud. The coordinates given are approximate, because you can find them anywhere along that river.
Thankfully, you don't need many - so only defeat what you need so they're around for the next person clearing their Hunting Log entry.
