Looking for an elegant dress and a way to spend those Steel Tokens 
you've acquired during the Anniversary Event? Then I can recommend the Short-Sleeved Elven Dress without much reservation. While some so-called "Elven" pieces can appear overdone, this cosmetic is not one of them. The shoulders and chest area are made from simple material and it's only from the waist down that there are swirling/lined patterns. And they are sparse, too.
Are Shoes Included?
While it is a full-length dress, it does stop at the ankles. This means that, for non-Hobbits, you'll automatically have some simple shoes added. See the Wiki

I'm also fairly sure you cannot add gloves to this dress - but maybe another player can confirm this for me.
