There are actually two items using the Forged Ram Staff name: A "walking" one and a "Lore-master's" one. This ornate, pink and purple staff features a ram's head on the top. It has stripes spiralling down from the neck to the very end of the staff too. Seeing its design took me aback (in a good way!), because I've not seen anything like this in LOTRO before. It shows they're thinking more and more out of the proverbial box.
What's the Difference, then?
Forged Ram Walking Staff
While both can be used in place of a weapon, this is technically a cosmetic item (or "held item"). That means you can use it in place of 1-handed swords, clubs, maces etc.
You also do not "sheathe" this version, even if you would normally sheathe a sword out of combat. It would kind of drag on the floor if you were able to do that!

Forged Ram Lore-Master's Staff
This version is a cosmetic weapon and can only be used by Lore-Masters. As such, it attaches to your back where your usual staff is and will be used in combat in place of it.

Could an LM use both?
I've only just considered this as I wrote up this listing. So, obviously, I had to to try!
From Level 40, Lore-Masters can use swords.
And yes! You can equip both in a LOTRO outfit. Lore-Master dual-staff wielders? Yeah, I need to try that in combat too, methinks!
Weapon Auras
The cosmetic weapon does take weapon auras, though it is just the ram's neck and head. I haven't tested it on the held-item variety, but I can't think why that too wouldn't take an aura.
