The LOTRO Anniversary Blue Sparkler is only the second one I remember of its type in the game. The other is the Yule Sparkler, which behaves slightly differently.
Anniversary Blue Sparkler Description
This held item, which doubles up as a cosmetic weapon (if you so wish) kind of held in place by your fingers. Just don't look too closely, these things must be a nightmare to get spot on!
It's a never ending, half-burnt sparkler. And yes, you can burn orcses' eyes out with it in combat, should you choose to do so!
