Head into Larkscall in the East Shroud to find your Sylvan Snarl. I only found one location with two Snarls together - the other one is some distance away. But see my minimap for the pinpoints.
Dealing with touched Sylphs is more appropriate for an Order of the Twin Adder Hunting Log entry. In Rank 1 we had a Sylvan Scream. Rank 3 has a Sylpheed Snarl.

Mixture of Titles
When doing quests and clearing logs, be aware the Sylphs have quite the variety in their titles: Sylvan, Sylpheed and Violet. Don't do more damage than is necessary by defeating the wrong Sylphs!

Apart from side-quests, the most notable occurrence is in A Relic Reborn: The Veil of Wiyu (Summoner's Relic Weapon quest). More info here
