You've already had a Sylvan Snarl, so now it's time for a Sylpheed Snarl. These touched ones are in the Sylphlands and there are plenty for you to find. You only need three, though.
Snarls are both on the landscape and in FATEs.
As the Sylphlands is involved in the 
MSQ and the Little Solace
Tribal Quests, as well as the Hunt, expect to see other players here.
Tip
I'd say head for Moonspore Grove (X:28.4, Y:11.7) or Goldleaf Dais (X:32, Y:15), which are a bit more out-of-the-way.
