As we had with the Wind Sprite, Lightning Sprites are just a concentrated form of their element. These ones are really pretty too, at least in my humble opinion!
Lightning Sprite Location
As I mentioned before, they are all over. However, for the purposes of the Arcanist Hunting Log, the ones I've marked are near Swiftperch in Western La Noscea. Others can be found near the Fat Dodos.
As well as those, this wiki has two locations in Lower La Noscea:

This enemy is unique to the Arcanist Hunting Log. You need to defeat three to clear that entry.
