bucaneerAfter the Grounded Raider of Marauder Rank 1, you're facing another type of pirate - the Rhotano Buccaneer. Who is also boat-less. I'm also pretty sure they're all clones.
Rhotano Buccaneer Location
Thankfully, these also take up a very small camp on the remains of a building in Western La Noscea. This is along the northern edge of the map, past the Fat Dodos. Even simpler is if you find the map pin that says "The Flock" then head a bit North-East, you'll find them.
