The Starlight Cloak was a special gift to VIP players of LOTRO as part of the 15th Anniversary Event celebrations. All your characters receive both the hooded and unhooded version.
Bright stars are set against the steel blue that features on the Cloak of Crystal Resolve and other items in that set.
And more than that, the stars appear to shine when you're in the dark, or shaded areas! It even showed up on the hood when simply standing under trees! A lovely gift from LOTRO methinks.
