Dusty Mongrel are a kind of wolf and you will see them in various forms throughout FFXIV. These ones can be found South of Horizon in Western Thanalan. Though it is arguable that any wolves found in a region that's mostly different kinds of desert should be "dusty". Maybe I'm overthinking things.
