While the Garlean Empire has its own trained Ninjas/contract Shinobi in Stormblood, the nearest you get here is the 2nd Cohort Secutor. The elegance of two blades and Ninja techniques versus the brutal ineligance of two clunky lumps of metal. You'd better win that one!
Where Are They?
Well, if you're clearing the Rogue Hunting Log Rank 5 in one sitting, then you should already be in the right place!
You can find the Secutors at Castrum Occidens in Eastern La Noscea. There you'll find your targets along with the 2nd Cohort Eques, 2nd Cohort Signifer and 2nd Cohort Vanguard.

A Random Thought
I just wondered if getting a Legionary Visor
as loot from Garleans was akin to them being "scalped". If you wrench that dumb mask off them, do you claim their soul? Thoughts of a strange mind!
