The Hexing Harrier is a Thaumaturge-class Enemy based in the Fogfens of Mor Dhona.
There are various Harriers in the Rathefrost part of the Fogfens. This is reached by passing through The Tangle. Or, if you're clearing the Book of Netherfire 1, flying directly there. Avoiding Morbols is always preferable to...not avoiding them!

Finding And Avoiding Hexing Harriers
Why do I say "Avoiding"? Because the first sneaky one is on a ledge/outcrop just on the left as you enter from the North.
To reach that one follow the rock at the ledge's base until you reach where the slope is low enough to jump over and attack her from the South.
How Many for the Book of Netherfire?
You only need three in total, and there are two other Hexing Harriers further South than the sneaky one. But if another player has burned everything on their way through, you may need to wait a minute or two for some to respawn.
