Who needs a cap to cover the whole head when the Peacock Cap can sit neatly on top, like the crown of an actual Peacock? To give the LOTRO designers the credit they deserve, the Peacock set was very well done and pretty ornate too. The cap has a plain band around the bottom, but on both sides of the 'dome' is a design of many peacock feathers. A few actual feathers stick up and out at the back for added... style.
