As with the Robe of Leisure, the Innkeeper's Dress used to be in the LOTRO Store for 
295LP. A simple dress, the upper body has the traditional sewn-and-tied pattern above the waist. A simple belt is also mirrored on both arms, before they and the skirt part of the dress change to a salmon-pink, textured material.
While it is simple, it also works. Unfortunately, with it being a very old template, it doesn't do female humans any favours, so I'll be looking for a shoulder and collarbone are covering!
