"Why did he not pick an Elf to first show the Elf-Queen's Dress?" you make ask! It's a fair question. I chose my Beorning Esilve, because her darker skin really shows this silver and white dress up really well. You can see it on a High Elf and Hobbit below.
Description
This dress is mostly pure white, silky-looking material. It is covered in delicate, silver filigree patterns and has slightly darker, tapered cuffs. There is a red gem of sorts sewn on around the chestbone.
Does It Have Shoes?
Except for Hobbits, yes, there are some default shoes. They're not awful, but I still don't understand why we can't choose our own instead. Thankfully, the dress itself is stunning and, because it's almost full-length, there's no real need to take up foot-gazing anyway.
How to Get the Elf-Queen's Dress
There are, in fact, two ways.
Spring Festival - Flowers
As with the Giant Flower, this dress cannot be obtained for Spring Leaves.
Instead, you need to collect flowers by running the quest A Fistful of Flowers.
You can then trade these for a Blue Flower Gift Box, a Green Flower Gift Box or a Red Flower Gift Box.
Opening these gives you a chance of getting the Elf-Queen's Dress.
Purchase for LOTRO Points
This item is available in the LOTRO Store for 295 LOTRO Points. If you catch it during one of the recurring Cosmetics sales, you may be able to pay less than that. Alternatively, go run a bunch of LOTRO deeds and earn it.
On the Wiki
You can see this dress on a "normal" (i.e. non-high) Elf here.
