Travel to the Coerthas Central Highlands and head North to hunt your Downy Aevis. They don't appear particularly downy, but maybe the reason the Dragon is angry is because it's furrier than its counterparts.
Yeah, I'm sure it's that and not Ishgard's relentless war.
Downy Aevis Location
You'll find these in the Providence Point
area, just North of the Redhorn Ogres.
While there are plenty of Aevis' here, bear in mind that the 
MSQ also brings players here. So if another player is defeating your dragons, please come back later.
